Spring and Summer 2026 International Travel Considerations for International Students and Scholars

This communication summarizes current U.S. immigration information international students and scholars should consider when evaluating international travel. U.S. immigration policies and travel restrictions can change quickly. It is advised that you consult theImmigration Updates section of the ISSS website before making travel decisions.
Carefully Consider If Travel is Necessary
To help international students and scholars make informed decisions regarding international travel, ISSS has prepared an International Travel Worksheet. The worksheet prompts travelers to confirm the necessity of the trip, candidly assess any personal admissibility risks, verify current U.S. entry restrictions that might apply to them, ensure passports, visas, and status documents will be valid on return, and gather supporting documentation such as course schedules, employment letters, and pay stubs. It also covers visa renewal logistics, practical planning tips, and reminders about going through U.S. customs.
Applying for U.S. Visas
If you know you will need to apply for a new U.S. visa stamp to re-enter the country following travel abroad, pay careful attention to where you must apply and what U.S. consular officials will review.
- Applicants for nonimmigrant visas, including F, J, H-1B, and H-4, must schedule visa interview appointments in their country of nationality or residence. Third-country appointments are no longer an option. See Requirement to Apply for U.S. Nonimmigrant Visa in Country of Nationality or Residence
- The U.S. Department of State (DOS) stated they will review your social media as part of the visa application processif you are applying for a nonimmigrant visa in any of the following categories: F, M, J, H-1B, H-4 dependents of H-1B, A-3, C-3 (if a domestic worker), G-5, H-3, H-4 dependents of H-3, K-1, K-2, K-3, Q, R-1, R-2, S, T, and U. Entry Restrictions
International students and scholars continue to be affected by the December 16, 2025, proclamation subjecting 39 countries to full or partial entry restrictions. In addition, nationals of several countries are now limited to three-month visas with a single entry. For full details, please see the articles below.

$100,000 Fee for H-1B Visa Petitions
This fee applies to new H-1B petitions filed on or after 9/21/2025 for individuals who are outside the U.S. and who need a new H-1B visa to reenter. Please see the article below for additional information about when the fee applies and when it does not.
U.S. Citizenship and Immigration Services (USCIS) Adjudication Pause
In January 2026, USCIS placed a hold on final agency decisions for most immigration benefit applications filed by nationals of the countries listed in the Dec. 16, 2025, proclamation restricting entry. If you are from one of these countries and have a pending case (for example, change of status, employment authorization, or adjustment to permanent residency) and are awaiting a decision, carefully consider the impact of delayed adjudication on any international travel. Inspection of Electronic Devices
