U.S. Entry Limitations for Citizens of Certain Countries

For members of the University of Colorado Denver | Anschutz Medical Campus community who are citizens of the following countries, the State Department updated the Visa Reciprocity Tables on July 8, 2025 to limit the availability of U.S. visas for these individuals to 3-month, single-entry visas for non-immigration classes:

- Cabo Verde
- Cambodia
- Cameroon
- Cote D'Ivoire
- Democratic Republic of Congo
- Ethiopia
- The Gambia
- Ghana
- Kyrgyzstan
- Malawi
- Niger
- Nigeria
- Sao Tome and Principe
- South Sudan
- Syria
- Tanzania
- Tonga
- Tuvalu
- Uganda
- Vanuatu
- Zambia
- Zimbabwe
Frequently Asked Questions
Q: When do the changes in the number of entries and duration of non-immigrant visas become effective?
A: Proceed as if these changes are now in effect.
Q: Do the new visa issuance protocols require an international student or scholar who is a citizen of one of the designated countries to leave the United States?
A: No. The new visa issuance protocols do not require anyone from one of the designated countries to depart the United States. The changes do not affect the immigration status for those who are already present in the United States. The U.S. government has indicated it will not ask them to leave the country if they maintain their current immigration status.
Q: If a student or scholar is from one of the designated countries, do the new visa issuance protocols have any impact on their valid visa stamp in their passport?
A: No. The new proclamation does not revoke (cancel) or in any manner affect the validity of a current U.S. visa.
Q: If a student or scholar is from one of the designated countries, will this change impact their ability to travel internationally?
A: Yes. Non-immigrants, including those in F, J, and H-1B status who do not have a valid visa when they depart the U.S. will need to apply for and be granted a valid visa to reenter the U.S. subject to the new visa issuance protocols. The need to reapply for a visa every time one leaves the U.S. likely means that international travel will require more time and planning, and it exposes students and scholars to the risk of being stuck outside the U.S. for longer periods.
Q: Do the visa issuance protocols apply to someone who is a dual citizen of one of the designated countries and another country?
A: No. The new entry restrictions do not apply to an individual who is a dual citizen if they present a passport from a non-designated country (i.e. not one of the nineteen named countries) when entering the United States. The U.S. visa stamp must be in the passport from the non-designated country.
