January - March 2026 Progress Report


The University of Colorado Denver is committed to ongoing digital accessibility initiatives aligned with the Web Content Accessibility Guidelines (WCAG) version 2.1, levels A and AA criteria. Level A represents the minimum level of accessibility, addressing basic web features necessary for some users to access content, while Level AA provides a more comprehensive standard that accommodates a wider range of users and situations. These efforts aim to enhance accessibility for users with sensory, cognitive, and mobility disabilities, fostering an inclusive online environment for all individuals. The university's commitment to equal access to IT has been more formally stated through the publication of an Information Technology (IT) Digital Accessibility Policy.

Organizational Efforts


Digital Accessibility Committee (DAC)

In Progress: The Digital Accessibility Committee (DAC) serves as the University of Colorado Denver’s organizational authority for digital accessibility. During this reporting period, the former Campus Accessibility Steering Committee (ASC) was formally retired, and digital accessibility governance was consolidated under the DAC to streamline oversight, reduce duplication, and align institutional efforts with ADA Title II requirements. 

The DAC operates through focused subcommittees, including Web; Training; Software & Procurement; and Report & Response. These subcommittees coordinate planning, reporting, and documentation of digital accessibility efforts across the institution, with an emphasis on documenting progress, clarifying ownership, and identifying areas requiring further coordination or resourcing. 


Campus Accessibility Steering Committee (ASC)

Status: Retired 

The Campus Accessibility Steering Committee (ASC) previously supported campus‑wide accessibility coordination. As part of the governance transition reflected in this report, the ASC was retired as a chartered entity, and responsibility for digital accessibility transitioned to the Digital Accessibility Committee (DAC). Non‑digital accessibility efforts continue to be addressed through existing institutional channels outside the DAC's scope.


Web Subcommittee

In Progress: The group continued working toward our three initial goals for web accessibility.

  • Goal 1: Assess CU Denver’s compliance with level A and AA WCAG standards, including web-hosted PDF files.
    • OIT members identified web users for additional outreach support, and subcommittee members met with two web users to review Siteimprove and solutions for accessibility issues.
      • One site was determined to be outdated, and the site will be taken down.
      • Two subcommittee members have started a regular meeting with another web user to support their accessibility improvements.
    • The subcommittee began research and conversations about how to meet the audio description requirement for videos. We brought this issue to the cross-campus digital accessibility working group and will work toward having clear guidance for Denver web users. 
      • One of our members is working with a campus partner in the Provost’s Office on initial campus guidance for handling audio descriptions. In April we plan to publish 1-2 web pages to point people to when they ask about audio descriptions for videos.
  • Goal 2: Measure and report progress in Siteimprove, CU Denver’s automated accessibility checker.
    • As part of our initial work to establish an inventory, the subcommittee is helping to identify gaps in sites that are being monitored. So far, Siteimprove coverage is very thorough.
  • Goal 3: Create a user-friendly central web page for digital accessibility information and resources.
    • No progress to report.
  • Inventory work.
    • The subcommittee is working closely with OIT committee members to document the high-level process OIT follows for monitoring, reporting, and helping web users with accessibility remediation when needed. This high-level documentation will comprise our inventory.

Training Subcommittee

In Progress: While the Training subcommittee has not formally met this quarter, campus digital accessibility training and consultation efforts continue, including:

  • TIPS continues to host digital accessibility training and offer 1on1 consultations for faculty and staff. The calendar can be accessed on the TIPS digital accessibility website (opens in new tab).
    • There have been six trainings held during the Spring 2026 semester.
  • Metro State hosted the 10th annual Teach4Learning Conference on February 28th, 2026.
    • Several CU Denver faculty and staff attended and presented.
  • CU Boulder hosted a CU Cross Campus Digital Accessibility Meetup on Tuesday, March 24th.

No further actions were taken by the subcommittee.


Software and Procurement Subcommittee

In Progress: Work is underway to document software procurement processes, refine accessibility review milestones, and establish an initial campus software inventory. 

  • The committee is working to recruit additional subcommittee members to replace departures and ensure wider campus representation. 
  • Work continued on documenting procurement processes.
  • Work continued on revised goals / milestones for Software Exemption process.
  • Work began on analyzing software spending with the goal of building an inventory of products and ensuring accessibility reviews have been completed.
    • Software purchases made on Procurement Cards (P-Cards) for the past 3 years was targeted first.
    • Review of CU Marketplace Software Purchases remains to build out initial CU Denver Campus Software Inventory.
  • Work continued on initial software questionnaire / inventory for campus to follow up Web Subcommittee work with general campus audience. 

Report and Response Subcommittee

In Progress: The Report + Response subcommittee meets on the first Wednesday of each month.

  • The committee is working to recruit additional subcommittee members to promote stakeholder engagement and representation.
  • Work continued on identifying response process for the resolutiont of digital accessibility barrier reports.
  • Work began on the transition to the TeamDynamix platform. TeamDynamix will be used to manage digital accessibility barrier reports for the CU Denver campus.

Appendix A: Accessibility Status Snapshot

(April 24 Title II Checkpoint)

Purpose and Use

This appendix provides a high-level snapshot of the University of Colorado Denver’s digital accessibility efforts related to federal ADA Title II requirements, identifying areas where work is underway and areas requiring further coordination, planning, or resourcing. It supplements DAC subcommittee reporting and quarterly progress reports and is intended to reflect institution level awareness and documented progress rather than a remediation plan or technical audit. 

April 24 Title II Context

April 24, 2026 is the federal ADA Title II digital accessibility compliance date. This snapshot presents a point in time view of CU Denver’s documented progress toward that requirement, including active efforts and known areas needing additional coordination or resourcing, and should not be read as confirmation of full compliance across all digital systems.

Digital accessibility areas included in this snapshot vary in scope and governance. Inclusion is for visibility and planning purposes only and does not imply centralized remediation responsibility where ownership has not yet been established.
