Bio: O'Brien has an MPA from SPA at University of Colorado Denver. She has created large databases, developed measurable outcomes and surveys, and conducted impact studies and evaluations for programs as varied as the Metropolitan Denver Homeless Initiative, Parents As Teachers, and the Home Instruction for Parents of Preschool Youngsters programs.
