Bio:  Dr. Schwartz has an M.Ed. from the University of North Carolina and her M.P.A. and Public Administration from the University of Colorado Denver.  She has taught in the School of Public Affairs since 1999 and became Associate Dean on the UCCS campus in 2004.  Her teaching interests include nonprofit and public management, program evaluation, interorganizational networks and collaboration, social policy, and group dynamics.  Her research interests lie in program evaluation in education, public health, and human services.  She has conducted evaluations for multiple public and nonprofit organizations, including projects funded by the National Institute of Justice, U. S.
