Vita
Bio:
Todd Ely is associate professor in the School of Public
Affairs at the University of Colorado Denver and Director of the Center for
Local Government Research and Training. His research and teaching focus on the financing
of state and local public services, direct democracy, municipal debt, education
finance and policy, and public and nonprofit financial management. Todd’s
research has been supported by the American Educational Research Association,
Ford Foundation, and the Governmental Accounting Standards Board. Recent
publications can be found in The American Review of Public Administration,
National Tax Journal, Nonprofit and Voluntary Sector Quarterly, Public
Administration Review, Public Budgeting & Finance, State and
Local Government Review, and Urban Affairs Review. Todd currently
serves as a Public Representative on the Colorado Municipal Bond Supervision
Advisory Board and consults on a U.S. Department of Education contract
monitoring charter school credit enhancement grantees. He received his PhD from
the Robert F. Wagner Graduate School of Public Service at New York University.
