COMIRB currently accepts and reviews research protocol submissions in three modes:
- Electronic Submissions (EE). Submissions generated using the eForms in the InfoEd database.
- ePaper Submissions (EP). Submissions created using the COMIRB Forms and uploaded directly the InfoEd database.
- Paper Submissions (PP). Submissions created using the COMIRB Forms and delivered directly to COMIRB, Building 500, 3rd Floor. PP submissions require a specified number of copies depending on which panel conducts the review of the protocol submission. Please refer to the table below that details which submission modes each panel currently accepts, as well as the number of copies that should be delivered to COMIRB.

Panel A: Adult research (non-oncology)
Panel B: Adult research (non-oncology)
Panel C: Research involving children (any subjects <18 years old)
Panel D: Adult oncology/High-risk research
Panel S: Social/Behavioral research
COMIRB currently recommends EP and PP (at Anschutz Medical Campus and UCD Downtown Campus) submissions for review panels currently accepting those modes. Please note: If your research involves the VA, you must submit Paper Submissions (PP). For panels that require more than three copies, the top three copies must be single-sided. The remaining copies, however, may be double-sided as long as each document is separated (i.e., the first page of one document may not be copied to the back page of another).
Protocols that have already been submitted as EE submissions should remain EE submissions in the InfoEd database until instructions become available for converting to EP submissions.
How to Create a New Initial or Continuing Review as EP or EE Submissions
COMIRB is currently updating the EP and EE submission instructions. Please check back for the updated information.
How to Upload Documents to InfoEd
COMIRB is currently developing instructions to upload submission documents into the InfoEd database, including naming schemes for documents. Please check back frequently for these uploading instructions.
