Emergency Operations Center

The campus Emergency Operations Center (EOC) is a multi-department, multi-agency coordination center, the purpose of which is to support on-scene incident command during an escalating incident on campus by relieving the burden of internal and external coordination and securing additional resources. In addition, the EOC can support operations during planned events, such as commencement.


The EOC is staffed with trained campus, local, county, and state personnel who are authorized to represent their department, school, organization, agency, and/or discipline. The EOC is managed through a collection of written procedures and protocols, to ensure efficiency, effectiveness, and unity.


The EOC is a physical location located at the Anschutz Medical Campus. The EOC is equipped with telecommunications equipment; computer work stations; audio-visual equipment, including video-teleconference capability (VTC); several large displays, including flat-panel and projection displays; has dedicated network capability, as well as dedicated access to media resources. The main EOC can accommodate up to 40 dedicated work stations, in addition to two adjacent room that can accommodate at least 40 more.


The EOC is structured using a modified form of the Incident Command System (ICS); although, the EOC is used for coordination and resource support only, the command function is reserved for on-scene incident command. The ICS is a component of FEMA’s National Incident Management System (NIMS)


Free Training

Free training is available in the NIMS and ICS, on-line through FEMA’s Emergency Management Institute. This training is recognized as a national standard, and is beneficial to anyone who might have a role in any phase of an emergency or disaster, including: preparedness, mitigation, response, and/or recovery. The most basic courses include ICS-100.b (or ICS-100.HE for Higher Education), ICS-700.a, and ICS-800.b. Each of these classes can help members of our campus community better understand preparedness and emergency response, and ultimately help to create a culture of preparedness across our campus community.
