Jennifer Hooker earned her B.A. in Political Science from Syracuse
University, and her M.P.A. from St. Mary’s University. Prior to joining
SPA’s Ph.D. program, she taught government classes at Northwest Vista College
in San Antonio, TX, and worked as an independent research consultant.
Jennifer’s research interests are in the fields of labor and healthcare
policy. Her most recent project, The Texas STAR+PLUS Expansion:
What could it mean for Texas?, explores possible outcomes of the expansion
of privatized Medicaid managed care in Texas by looking at comparable models in
other states. This research was conducted on behalf of Texas State
Employees Union, and was recently cited in testimony before the House Human
Services Committee in the Texas Legislature. While earning her Ph.D., she
plans to study matters related to the federal minimum wage and the
implementation of the Affordable Care Act.
