BIOGRAPHY

Mark Davis is a PhD Candidate in the School of Public Affairs. Mark passed comprehensive exams in the fall of 2011. He completed course work, defended his dissertation proposal, and was advanced to candidacy in the spring of 2012. The working title of his dissertation is, “Examining the Efficiency and Equity of Municipal Solid Waste Service Production at the City Scale”. Marks anticipated completion date for his dissertation and the PhD program is December 2013.

Mark Davis has a Bachelor of Science in Engineering and Public Policy from Washington University in St. Louis and a Masters of Public Affairs from Indiana University. His Masters Capstone was an analysis of the Clean Air Act's transition from "command and control" regulations to "market based" instruments in relation to the regulation of sulfur dioxide emissions. Before joining the School of Public Affairs, Mark worked 14+ years in the environmental field in the areas of drinking water management, wastewater treatment, and solid and hazardous waste management--with a particular focus on recycling. Over his career Mark has worked for government entities, not-for-profits and for-profit corporations. Mark also was an Adjunct Professor at Indiana University's School of Public and Environmental Affairs for 7 years where he taught policy courses ranging from national and international policy to local government and environmental policy.

In his free time, Mark is an avid biker, hiker, and camper. Mark's preferred campus commute is a bike ride, but he has certainly enjoyed having Denver's light rail network available as his back-up option.

RESEARCH

Mark’s research areas include: public policy / policy analysis, environmental policy, sustainability policy, urban affairs, and collaborative governance.

Mark came to UCD to pursue his PhD in Public Affairs from the School of Public Affairs with research funding from the National Science Foundation's IGERT in Sustainable Urban Infrastructure. Mark found this combination to be a perfect marriage of his interests in researching policy topics and environmental issues.

Mark has served as research assistant for Dr. Tanya Heikkila since August 2009, projects have included: interstate river basin research for the Western United States and collaborative governance research for the Florida Everglades. Research has included data gathering, data coding, data analysis, interviews, database management, and co- authoring and presenting of academic papers. Co-author for several additional conference papers, peer reviewed papers, and journal articles with co-authors beyond Dr. Heikkila.
