​on-site collection administrators are not able to upload multiple images to the Site Collection Images library.
 
1. login as ATELstudent1
2. http://sptrain.ucdenver.edu
3. go to manage content and structure
4. click on the site collection images folder
5. click into a sub folder
6. go to new item
7. select upload multiple items
8. select two or more images to upload
9. attempt to upload
10. note red Failed status after each item
 
Site Collection Admins can do this just fine. Site Owners, groups with full control or all permissions checked cannot.

The upload failed for me to with the multiple upload feature. As for the explore view, that has never worked at the site collection level. When you open it up in explore view, the folder is empty. When you try to paste in the pics, you get an access denied message.
