Perunko, JenniferNo presence information (11/2/2011 11:22 AM): I think the workaround should be to add a new permission role “Add and Customize Pages” rights;. This role could be applied to any group that needs to do web part work. However this allows the group to manage navigation and edit content types, and site columns.
