Lisa Douglas (formerly Lisa Esgar) was appointed the Associate Vice Chancellor of Budget and Finance for the University of Colorado Denver in January 2011. In this position, she oversees university functions including budget, finance, student financial services, and policy and fiscal analysis. She is responsible for managing an annual budget of more than $1 billion. As a key player on the management team for the university’s finance and administration, she provides strategic direction consistent with campus priorities and requirements.
Prior to joining the University of Colorado, Lisa served as Colorado Governor Ritter's Deputy Budget Director for the Office of State Planning and Budgeting. She was also the budget lead for Colorado's federal stimulus dollars and managed the State's capital construction budget. From 1996 to 2007, Lisa served in the Colorado Department of Health Care Policy and Financing; her last position being the Senior Director of the Operations and Finance Office. Lisa was appointed to the Blue Ribbon Commission for health care reform by Governors Owens and Ritter.
Lisa holds Bachelor and Master of Science degrees in Nursing from Oral Roberts University. Her health care experience focused on providing mental health care to patients in acute care and residential settings and nursing administration.
In October 2006, Lisa was named a Marshall Memorial Fellow by the German Marshall Fund of the U.S., selected to represent the U.S. to visit various European leaders in business and government. She served on the Executive Committee of the National Association of State Budget Officers, 2009-10 and 2010-11. She enjoys hiking, backpacking, and spending time with her dog and family.
