REDUCING TRANSPORTATION POLLUTION IN THE US & BEYOND
Bill Kramer is the founder/CEO of Clean Engines Inc., whose mission is to be the global leader in reducing pollution from dirty engines, focus-ing on emerging markets and low-income base of the economic pyra-mid or BOP populations. With operations in Metro Manila, Philippines, CEI is retrofitting engines in highly-polluting two-stroke motorcycle “Tuk Tuks” that serve as taxis and delivery vehicles, reducing tailpipe pollution by 80 percent. Sustainable transportation is a key issue for rapidly urbanizing, developing economies.
Will Toor is the Director of Transportation Programs at SWEEP, which has recently completed an analysis of the emissions benefits of electric vehicles compared to natural gas and gasoline vehicles for Colorado and surrounding states as well as a scorecard grading for the 6 South-western states on the policies they have in place to promote the adop-tions of electric vehicles. Toor will also discuss the remarkable suite of electric vehicle bills passed by the Colorado legislature this spring.

Education Policy, Policy Decisions Post DPS Desegregation
Laura Lefkowits, President Lefkowits Consulting
Please join us for a special lunch and learn event! Laura Lefkowits was a member of the board of education during the Keyes desegregation case in Denver Public Schools.   In 2015, it will have been 20 years since the end of court-ordered desegregation in DPS.
Ms. Lefkowits is researching and writing a book on the aftermath of the Keyes desegregation case in Denver Public Schools. She is interested in offering insight from her experiences and is interested in partnering with SPA students!
She is studying the policy choices that have been made since desegregation and their impact on integration of schools, achievement of minorities, and equity in general. The end product will be a book providing the history of the case, what has happened since then, will discuss lessons learned, and make recommendations about how to provide equity in schools in our so-called "post-racial" era.
 
There are a number of ways a student could help with this project - researching and writing a chapter on the history of the case, assisting with interviews of past superintendents, board members, and community members, gathering data for analysis on school and district demographics, analyzing policy decisions, comparing DPS to other districts that experienced a similar transition from federal to local control, etc.

Please join us for the final BBFF of the 2012-13 academic year.  Oil and gas development in Colorado is both an important area of economic activity and a source of political dispute.  The May BBFF will discuss the major issues underlying current political debates and policy related to oil and gas development and hydraulic fracturing in Colorado. The discussion will also address policy alternatives at state, local or federal levels for addressing energy development issues, as well as the current state of research that informs decision-making on these issues.

Susan Bachar has been executive director of the Africa School Assistance Project (ASAP) since 2010.  ASAP builds schools in rural east Africa and leads groups of volunteers to work on the schools each June.  As a co-founder of ASAP, Susan helped create the program and has overseen its growth into an organization that has built schools for nearly 1,000 children in three Tanzanian villages.  Prior to joining ASAP, Susan was a communications consultant working on political and policy-oriented issues.  She currently lives in Denver with her husband and two daughters

Interorganizational relationships are inherent in the public health system where public, private and nonprofit organizations work together to assure the conditions for population health; however, there is a shortage of evidence that focuses on performance.  Responding to this gap, this study asks how the attributes and characteristics of stakeholder networks affect performance, and ultimately, their contribution to public health strategies at the local level.  Framed by network theories, five community based stakeholder networks were examined through network analysis, and analyzed with a triangulated performance measure in a most-different cross-case research design.  Emergent trends were further analyzed through content analysis.  The study aims to add to the much needed knowledge base to guide the use, formation and management of multi-sector organizational networks for a strong public health system.
Biographical sketch of the candidate:  Robyn Mobbs is a doctoral candidate at the University of Colorado School of Public Affairs, with a focus on health and public health systems, interorganizational relationships, networks and collaborative governance. She is a recipient of the Assuring the Future of Public Health Services and Systems Research Dissertation Grant Award from the National Coordinating Center for PHSSR and the Robert Wood Johnson Foundation. 
Robyn has worked within the University of Colorado system since 2003.  She is currently a Lecturer in the MPA program at the School of Public Affairs.  Previously, she was an Instructor in the Department of Pediatrics at the School of Medicine, where she held leadership roles in various state and federal level grants and provided strategic leadership as Head of Administration and Finance of Colorado WIN Partners; and Acting Administrator and Health Administration Discipline Director for JFK Partners, a multifaceted Interdepartmental Program of the Departments of Pediatrics and Psychiatry at the School of Medicine.  Prior to the University of Colorado, she worked in policy and quality assurance at the University of Wollongong in New South Wales, Australia.  Robyn has her MBA from the University of Southern Queensland, Australia and her BA from the University of Colorado Boulder.

Community Indicators: A Catalyst for Community Change
Please join us for the eighth Buechner Breakfast of the 2012-13 academic year. Panelists will discuss the wide array of initiatives that have been undertaken to measure the effectiveness of institutions in the Denver Metro region and the state of Colorado, and how to catalyze change.
These indicator projects provide a wealth of data on the community’s economic competitiveness, the physical and emotional health of its people, educational achievement in its schools and family self-sufficiency. The data generated help us understand the condition of our community and identify areas for improvement. They also inform policymakers and concerned citizens about what works, what doesn’t and why.
Data alone, however, do not drive change. The panelists will discuss the role of indicators in improving community accountability, influencing policy, informing strategies and behaviors, and promoting best practices.
The panel will include:
·       Chuck Reyman, Vice President for Communication, Colorado Health Foundation
·       Cindy Eby, Director of Evaluation, Mile High United Way
·       David Hansen, Research Analyst, Development Research Partners
·       Peggy Cuciti, Senior Research Associate, Buechner Institute for Governance
·       Moderator: Tameka Montgomery, Executive Director, Denver Metro Chamber Leadership Foundation
